I found this interesting article in Autobloggreen. Bios Fuel H2W+ (http://www.autobloggreen.com/2007/11/09/across-australia-on-40-water-and-60-waste-mineral-oil-bios-fu/)
According to Pure Energy Systems (http://pesn.com/2007/11/07/9500457_BiosFuel_SolarChallenge/), the diesel-engined Troupy made the 3,000 kilometer-drive using a fuel called Bios Fuel H2W+, which is 40 percent water and 60 percent waste mineral oil.

Bios Fuel claims to have developed a water-based fuel technology that allows hydrogen to be housed safely in water and released on demand for numerous applications. A proprietary catalyst allows water to be suspended in waste oil as an emulsion. The fuel is designed for power generation. It is one of several blends that Bios Fuel has certified to American ASTM standards.

If this 'waste mineral oil / water blend' turns out NOT to be 'snake oil', then it could be a viable alternative to diesel. If the V-1 has a diesel ICE for the generator, we could all be 'GAS FREE'.

Sounds snake-oily to me too.

Bios Fuel claims to have developed a water-based fuel technology that allows hydrogen to be housed safely in water and released on demand for numerous applications.Hydrogen that is "housed safely in water" is a misleading way of saying "just plain old water" -- H20, or the dreadfully lethal compound Hydrogen Dioxide - warning, inhalation can be fatal!

Anyway, it takes a LOT of energy to release the hydrogen from the water. How did they do this? Was the 'troupy' packed with batteries that were releasing the hydrogen through electrolysis? Then why not just run the thing on batteries?

Sounds fishy...
